Keith Loeser
2018 candidate for City of Victor Harbor.
Heritage survey responses.
Do you agree that the identification and protection of local heritage places is best done by local councils rather than DPTI (Department of Planning, Transport and Infrastructure)?
Neither, although locals can put forth their ideas. I would rather see a recommendation from an independent person from the National Trust. In your opinion, has the current system of local heritage protection served your community well?
Personally I feel the process has let Victor Harbor down over the years. It is, and has been, too easy to change listings at the whim of developers.Should councils reject proposals to list local places of historic merit simply because an owner objects?
Certainly NOT.Should neighbours of local heritage listed buildings have a right of appeal on development applications that propose demolition?
To be fair, I would think it should be at least a Cat. two application which should allow others to voice their opinionShould buildings listed as Contributory Items in your council area receive better protection?
Depends on the definition of the above and just HOW it all fits together in the proposed area.Do you agree that places proposed for listing by your council as Local Heritage or Contributory Items should be subject to review by DPTI? Or would reviews be more appropriately conducted by an independent source of expert advice?
The last sentence above fits my thoughts exactly.Would you like to see your council work more closely with the National Trust of SA in protecting heritage, for example, by signing up as one of the Trust's Civic Partners?
No doubt about that one, YESWhat are your personal suggestions for improving the way your council handles policy and planning?
MUch more consultation with meaningful public forums repeated if needed.Should councils actively encourage individuals to nominate places for consideration as local heritage?
Because of the costs oinvpo;lved it may not be really successful, however worth a try.
