Council have have more than a role, they have an obligation. Whether its through providing the a balanced framework to support development and heritage, or ensuring those in heritage sites comply with the legislation through to providing funding to protect heritage assets of significance.

A portion of the Council's budget must be allocated to continue work on public assets of heritage significance. This must be balanced against the community's ability to pay. Councils must continue to focus on reducing waste so these sorts of activities can continue or can these assets return funding to minimise funding requests.
