Do you agree that the identification and protection of local heritage places is best done by local councils rather than DPTI (Department of Planning, Transport and Infrastructure)?
Suspect Councils have the local interest "more at heart", being closer to the community. If there was protocol to follow and advice for councils to follow.
In your opinion, has the current system of local heritage protection served your community well?
Not in Adelaide as many buildings have been demolished. The option to carefully restored or at least retain the façade has been denied to future generations. We can learn as a country to follow UK and countries within Europe, with the aim to keep a balance between older examples and the new.
Should councils reject proposals to list local places of historic merit simply because an owner objects?
A council should be able to list a place of interest only (for posterity, tourism etc) - but not with the National Trust. But if a person owns a place (freehold) prior to this building being listed, then they &/or with council support can refuse to have it listed as a National trust property. In addition a council can be informed by the National Trust of a building's significance which should then be flagged & strongly under scrutiny re proposed development; eg. in the case of a developer wanting to demolish. In Adelaide, lovely buildings have been demolished without regard, which is a great shame, as this architecture & other skills are now lost to SA. Unfortunately this has mostly been for personal gain. Negotiation with private residences is necessary to preserve the historical significance. Generally the public are less receptive to have their National trust listed due to the expense and restrictions applied.
Should neighbours of local heritage listed buildings have a right of appeal on development applications that propose demolition?
yes
Should buildings listed as Contributory Items in your council area receive better protection?
yes - provided they come under the National Trust of SA list of protected items/buildings/gardens.
Do you agree that places proposed for listing by your council as Local Heritage or Contributory Items should be subject to review by DPTI? Or would reviews be more appropriately conducted by an independent source of expert advice?
An independent source of expert advice is a good idea, but compromises may need to be made on a case by case basis depending on the historical value, re DPTI.
Would you like to see your council work more closely with the National Trust of SA in protecting heritage, for example, by signing up as one of the Trust's Civic Partners?
but To protect our heritage for future generations I definitely feel Councils need to work collaboratively with National Trust of SA. Would need to know more about what Trust's Civic Partners entails,
What are your personal suggestions for improving the way your council handles policy and planning?
reduce red tape, to enable efficiencies & speed.
Should councils actively encourage individuals to nominate places for consideration as local heritage?
