Kelly Henderson
2018 candidate for Adelaide City Council.
Heritage survey responses.
Do you agree that the identification and protection of local heritage places is best done by local councils rather than DPTI (Department of Planning, Transport and Infrastructure)?
DPTI is incompetent at heritage and should have no role. This Department plans the destruction of heritage, not its protection. Identification should be done by the community and experts and the protection measures carried out by Council. In your opinion, has the current system of local heritage protection served your community well?
Not at all. On the contrary it is the despair of the community and a cause of great wastage of community effort who protect their heritage, if at all, against great odds.Should councils reject proposals to list local places of historic merit simply because an owner objects?
No.Should neighbours of local heritage listed buildings have a right of appeal on development applications that propose demolition?
Yes. If the owner doesn't want to preserve there should be an ability for the public to acquire the building, restore and onsell, and for the owner who doesn't want to maintain a heritage site to dispose of it and acquire their preferred modern development elsewhere.Should buildings listed as Contributory Items in your council area receive better protection?
Yes. 'contributory' is a nonsense, it is a term for failing to recognise heritage properly and for giving (false) priority to chocolate box heritage contrary to the communities expectations. The community also loves humble heritage, not only the heroic buildings and sites.Do you agree that places proposed for listing by your council as Local Heritage or Contributory Items should be subject to review by DPTI? Or would reviews be more appropriately conducted by an independent source of expert advice?
No. DPTI is the Department for planning ways and means of destroying and demolishing heritage.Would you like to see your council work more closely with the National Trust of SA in protecting heritage, for example, by signing up as one of the Trust's Civic Partners?
Yes, I thought ACC was already a partner, but further ACC should NOT be a member of the Property Council. What are your personal suggestions for improving the way your council handles policy and planning?
Independence, community identification NOT government, and experts facilitating community assessments. Too often the experts don't record or report the aspects of the site that the community actually values as it is too geared towards built heritage and architectural 'value' rather than historical, social, scientific, archaeological, geological, etc.Should councils actively encourage individuals to nominate places for consideration as local heritage?
Yes. Furthermore Council should establish a rolling Rescue Fund to acquire sites under threat, restore them, heritage list them, and on-sell them.
